Many people run around Koukyo, imperial palace just like the guy in the picture. Myself actually used to ride bike sometimes. You can see Tokyo Tower.

Front of emperor's palace gate. The bridge is called, Nijubashi. There are police officers but the security is not tight. If you go to American embassy in Tokyo, they got much tighter security like a prison.

This is the gate to the palace. According to my former American boss, I am a imperial family member, so I shouldn't had had any trouble entering the gate, but I was kicked out.
